What is a water right?  As defined by statute (KSA 82a-701(g)…it is a real property right that’s attached to the land upon which water is lawfully used.  The water right may be transferred from one place to another if the Chief Engineer and all landowners consent to such changes.  A water right may be sold independent of the property it was developed upon but passes with the property unless expressly withheld prior to the transaction.
