Who enforces water law in Kansas?  The Chief Engineer of the Division of Water Resources, which is part of the Kansas Department of Agriculture.  David Pope is the current Chief Engineer and is given broad authority to regulate the use of water in the Kansas Water Appropriation Act.  He and his headquarters staff are located in Topeka.  Additionally, he oversees four field offices, each with a water commissioner and staff, which are spread throughout the state with offices in Topeka, Stafford, Stockton and Garden City.
